If he's even serious about that, it just means he's got enough enriched material already or has another source for what he wants. Then again, he might have more than one underground facility and production could be shut down at the one while it still goes on at the other.

At one point, he was talking about having a bunch of different enrichment sites.

I am sure he has some underground sites that we don't know about as well.
