I guess all those Hollywood types who regularly go visit to faun over Castro must somehow overlook that evidence of a stellar economy. Rationing is something that is done in a system that is overwhelmed and nearing collapse, or maybe a survival situation where limited and finite supplies have to last a given amount of time like food during a siege or after a bad harvest and hoping for a better one the next year.
