Guest guest
What about just making fish stock? That would work well with whole fish. Maybe that is too simple. I saw a 1.5 pound package of frozen whole (not gutted or anything) smelts.

Guest guest
Then cut off the heads before you broil them. Or bake them and then chop'em up in the food processor with some traditional " tuna cassarole " flavors - onions? mustard? and then spread on crackers. Or pickle them with flavored rice vinegar?
