Tooth decay in two year-old

My niece has several brown spots on her four front teeth (two top,

two bottom). A little background......my SIL was unable to nurse

her. She pumped and Rayne was exclusively breastfed for four

months. After that, she used goats milk, some formula, and

eventually, rice milk. She stopped the rice milk shortly after she

noticed the brown spots, but the damage has been done.

Is there anything she can use to a) prevent further damage and

heal the teeth. This AM, a tiny piece of one of her top teeth

chipped off, apparently from the decay. Dr. 's herbal

tooth powder?? Does anyone have any testimonials about healing brown

spots in kids? Need some info fast.....she does not want to take her

to the dentist, have her put under, gassed, etc.
