No, but for the last 75 years or so, this has been the norm. The ideal originally occurred when the more normally proportioned models were attracting more attention than the clothes; the designers decided to go with human clothes hangers. It also is no accident that many male designers are gay and go with a figure *they'd* like to see, namely, boyish (and I don't mean that in the pedophile sense).
