This is sad but not really new. Long ago I was in a bus station that I had used many times before and was harassed by a bum. He was rather hostile and rather than help, the security guard just stood a distance off laughing. I've also been harassed in train stations within eyesight of guards who didn't do much of anything, even the one time a fellow tried to steal one of my bags.
