The legislation will create a minimum level ofprotection for schoolchildren, whether in public or private schools,that all states must meet or exceed. It will prohibit restraintor locked seclusion of students unless there is an imminent risk ofphysical injury that less restrictive interventions would not stop.Research has shown that there are numerous alternatives to restraintand seclusion, including positive behavioral interventions andsupports and other techniques.After months of hard work by parents and advocates, this importantlegislation is going before the full House of Representatives for avote this week.
