This is a problem because of the anonymity of the net. A bully can make a name and many sites with just a few clicks and can dispose of it just as easily if it gets blocked and make another one to start over again. It also appeals to both cowards and sadists because it is so hard to track these people down and, because our system is legalistic and not about "justice," and the politics haven't gotten around to defining cyberbullying as illegal yet, nothing will be done to these bullies.
