We had only one kid who was really out of control when I was in elementary school. I don't recall restraints ever being used on him, but he was hauled out of class a time or two when he was having a fit and taken to the principal's office. I think there they put him in a room or maybe just in one of the chairs without tying him in or anything. Its wasn't until my last year of middle school that kids like that reappeared. There were two in the classes that would sometimes have fits. I never saw them restrained either, but as before they were hauled out of class or where ever and taken to one of the staff offices.

Restraints are going a bit far. If its that bad, that should probably be a matter for the police or the parents. Having a small, spare room to put the kid in would probably be a good idea, as would having an observer watch the behavior to verify what they are doing. A couple of times when my mother was a teacher some kids would be really disruptive. Having the parents come by school, sometimes openly and sometimes discretely, worked wonders. One kid had been telling his parents the teachers were picking on him, so the father came by and saw the boy pushing around other kids at recess. He came right up and told the boy he saw what he was doing and the teacher, father and kid all went to the principal's office. He was much better behaved after that.
