Studies show that most people won't get involved if they witness a crime. They might fear getting hurt by the criminal, having the criminal or its friends hunt them down for retaliation, fear of lawsuits, etc. It all plays a part.

I've read that if you are being attacked, instead of yelling for help, you should yell "FIRE!!" because people are far more likely to respond to a fire than crime.
