As it stands, the pirates aren't the least bit afraid of the anti-piracy patrols because they know the navies can't shoot at them and blow them out of the water. Merchant ships also can't use lethal force either to defend themselves. That is in part due to the UN laws that require merchant ships to be unarmed and also because of the polyglot nature of most crews. Some crews come from nations or ethnic groups in nations that hate each other and if given arms they might kill each other. Some ships are using mercenaries through these areas and they may be armed. I'm not sure if they can actually use lethal force or not though, but they should be allowed to. In a message dated 3/6/2010 12:31:29 P.M.
