And they will continue to do so because it is too much effort on the part of the administration to stop it and if they try the might get sued by the bully's families. Much better to let the few victims suffer, knowing the parents won't really do anything, that risk being sued or attacked.

Two mothers say the local school board is dragging its feet in dealing with severe bullying episodes at Queen School. Mothers Kim Sommerville and Hilts said their complaints to both the Hastings and Prince District School Board and school principal Anne Slager seem to have fallen on deaf ears.
