I have spent way too much time with the law. It is a two edged sword

for sure, and what you are saying is EXACTLY how overzealous

bureaucrats will interpret the law to get what they want.

The flip side is that the farmers should use the wording to achieve

their ends if possible, without a legal fight... which THEY (the

bureaucrats) win because they have unlimited resources.

I once saw a small hotel marquis that said, " The more the words, the

less the meaning. " It is so true, especially when it comes to the law.
