Pet peeve -scooters at malls etc

I do not understand why but at our mall they keep the scooters in the middle of

the mall. In order to use one, you have to park and make your way halfway thru

the mall, first. I have asked them for a phone number I might call to have

someone bring a scooter to an entrance to the mall for me to use, but they said

they cannot do that. It makes me wonder why they bother providing scooters in

the first place? How many people who use a scooter can get to the middle of the

mall without it? Kinda funny to me. when I have my kids with me, I can send

one in to get one, but when I go to mall alone- well, it seems sorta weird.
