When a HV transformer is replaced they could cut the 1 or 2 foot wire off and give it to you. The wire is almost always in perfect condition. Or you can get HV wire from a sign shop (used for neon tubes). It does not have to be rated anywhere near 40KV. The plasma tube used in EMEM units drags the ~30KV or so down to a couple thousands volts when it lights (tube resistance goes way down). Barry Allred uses 15KV wire for the plasma tubes he sells (he makes neon signs also). Works fine in my EMEM3D. The voltage is only ~30KV for a small fraction of one second.
