Stop Seclusion and Restraint of Children

Dear Citizen for Health,

From time to time we are struck by a moving issue or campaign that doesn't perfectly fit within the scope of our mission but is so compelling that we feel it's necessary to bring it to your attention. We are particularly eager to alert you when the issue is a priority for an ally in, or champion of, the health freedom movement.

That's why we are asking you to support ally Senator Tom Harkin's bill, the Keeping All Students Safe Act, S.2020. It aims to protect all students from physical or mental abuse, aversive behavioral interventions that compromise health and safety, and any seclusion or restraint imposed for purposes of coercion, discipline or convenience, or as a substitute for appropriate educational or positive behavioral interventions and supports.

On May 19, 2009, the U.S. Government Accountability Office (GAO) testified before the Education and Labor Committee in the U.S. House of Representatives regarding allegations of death and abuse at residential programs for troubled teens. Recent reports indicate that vulnerable children are also being abused in other settings. For example, one report on the use of restraints and seclusions in schools documented cases where students were pinned to the floor for hours at a time, handcuffed, locked in closets, and subjected to other acts of violence. In some of these cases, this type of abuse resulted in death. (Read the GAO Report
