Maybe, maybe not.

The point is that they made the claim and there will be many millions who will believe it. Given how the FBI failed to detect 9-11 and other famous blunders, they will have a hard time disproving it, especially overseas.

There really isn't anything the FBI can do about that, however. If they try to disprove this, they will take resources away from real potential threats, and also away from another vital job, breaking white collar crime.
