That's a good question. Everyone has the capacity for violence, something modern society isn't comfortable, but it is true. I think they should look at far more than simply that.

First, they should seek to root out troublemakers, provocateurs, gossips, etc.

Second, they should put together people that have like views on many issues, such as religion and politics and morals. If too many conflicting views are put together, eventually they will cause friction and trouble.

They should also consider the necessity of a police force and prison cells because those will be needed.

Looking back over the article, 10,000 people living in close quarters in a big tube. This idea has been proposed many times before. I understand that this is a kid, but he needs to take a look at the Canadian society he holds so highly and compared the reality of it. In truth I think space travel and colonies will be much less like Star Trek and much more like Gundam or Star Wars or even Outland. Even picking the "cream of the crop" like the Federation, there will be still be politics, factions, and dissent. There will still be arguments over ethics and morality and I would say still a push to the lowest common denominator, just like on earth.

Studies have also shown that the higher the density of people, the higher the incidence of crime and uncivil behavior. So all those people crammed into a tube surrounded by an extremely hostile environment would be really hard on their nerves.

settlers would be pre-screened for a propensity for violence and everybody

would have access to free, efficient health care.
