YEAH I found it. Here is the link to pdf:

http://www.hdwg.org/files/resources/Paying_for_Additional_Services.pdf

And pasted below is what the section I was talking about says.

Open I am sure to interpetation, I am sure, BUT I have found when talking

to/emailing/writing state officials that referencing THEIR very own actual

verbiage that is on the books (state regs/fed regs etc)=a win situation.

This works best the higher up the food chain one goes-at least IMHO- cause the

soldier (case worker/coordinater/whatever title used)has almost zero power to do

wrap arounds or creative " think outside the box " problem solving. Not the

soldiers fault.

(I used to be one in the 1970's with the caveat being a progresive director was

in charge which=a good thing)

So start at the top-maybe the names on the F2F New Jersey link is a start. If

you can't get anywhere with them, find their boss on their website & try again.

I think this could work for you since you have 3 kiddos with special needs.

Ok, here is the exact wording. NOTE THE LAST SENTENCE!! Oh & this is actually a

FEDERAL program-Title V of the Social Security Act. Used to be called the

" Crippled Childrens Fund back in the 1970s in the state I worked in, however

each state calls it something different. The key to look for is any program a

state has under Title V:

" In New Jersey and Massachusetts (which modeled its program after the one in New

Jersey) the Catastrophic Illness in Children Relief Funds are special trusts

established through a levy on employers (those who contribute to the state's

unemployment fund) at $1.00 or $1.50 per employee. The funds cover out-of-pocket

expenses that are not covered by insurance and exceed 10%-15% of the family's

annual gross income. Thus, the term " catastrophic " refers not to the conditions

for which expenses are incurred, but rather to the impact on the family's

finances. "

:) Hope this helps.
