Open I am sure to interpetation, I am sure, BUT I have found when talking to/emailing/writing state officials that referencing THEIR very own actual verbiage that is on the books (state regs/fed regs etc)=a win situation. This works best the higher up the food chain one goes-at least IMHO- cause the soldier (case worker/coordinater/whatever title used)has almost zero power to do wrap arounds or creative " think outside the box " problem solving. The funds cover out-of-pocket expenses that are not covered by insurance and exceed 10%-15% of the family's annual gross income.
