220 kV transmission line road crossing protection

Dear Professionals, I am a facing a problem of 220 kV transmission tower disc insulator getting punctured due to excess fog and the effected line getting contact with other phase or getting deadly down to the ground.The major implication of these fault is at locations where 220 kV line crosses the road which has got heavy traffic.Few good practices which we had thought of is putting two string insulators instead of one, so that one string get fails other can hold the line.The line has got distant fault protection which will operate if any fault get detected but the response time varies from 30 - 50 milli second,which is very crucial.Please share your thoughts & views regarding the protection needed for 220 kV road crossing.If there any standard which governs the crossing please let us know except IE rules.
