What to do with Houdini in the car?

Hi all,

 

My son Luca (12, Mosaic DS/PDD NOS) likes to move around the car. He's an expert

at wriggling free from the seat belt. Lately, he's decided he should be able to

reach over and honk the horn when the mood strikes. Obviously, this is dangerous

but Im not sure how to address the problem. Has anyone had a similar issue and,

if so, what did you do?
