I was planning on coming to the USA for the gay games, but there is no way that I will be coming while this is still in place, seeing as I am on med's and have no intention of stopping them for my trip. One day someone will realise that they are limiting the tourists coming in, and the only people that pay any attention to it are those that respect the law.... The basic problem is that the Republican Party and it's Radical Christian supporters view all people with HIV and Gay people in particular, as the ultimate evil in the world. They do not want to do anything that might benefit the health or happiness of people living with HIV in the West, and not really even the children dropping like flies in the developing world. Their agenda is about punishment and retribution, not health and welfare. One could argue that if other nations followed the US example of banning HIV positive people entry that this would send a message to the US. It would, and it would be the wrong one. The people that hate us would just say "serves you right," and they would be happy at this response. I wish I thought that this was a policy that might be changed. It is disgraceful, and I am personally offended by its' existence. Ultimately, it is the measure of those who have produced it.
