Because the "I" in both ILCA and IBLCE stands for "INTERNATIONAL" and this is a NATIONAL USA only issue. USLCA has only been around just over 2 years. That is the body that is to work on this. Why should IBLCE care? They are a certifying agency, not a licensing agency. And less than half of their certificants each year now come from the US.
