The one thing I would add is to make sure that they're not just reacting to the behaviors as opposed to looking at what's triggering them. As you probably know, behavior is often communicative, and by simply putting her in a time out they may not be getting to the root (e.g., incorrectly modified lessons, boredom, being ignored, etc.). Schools like to look at behaviors in a vacuum -- although it looks like your consultant, in recommending that the other kids stop antagonzing her, is not.
