Will Obamacare eliminate state vaccination waivers???

I got an e-mail from a concerned mom saying that she heard that the HCR Bill would eliminate the states abililty to grant waivers for vaccines.

Does anyone know if that stipulation is in the bill? I do not know.

Can a bill like begin to undo federalism in the United States as we've known it from birth?
