What was that bill allowing refusal of care for ASD during pandemic?

I can't find it in my files. Some bill was discussed or passed a year or more

ago saying that, in the case of pandemic outbreak and if emergency rooms are

overwhelmed, doctors may legally refuse life saving treatment to individuals

with cognitive disorders or terminal illness (and the elderly in general) in

favor of treating the " healthy " ?
