If it's large, you can put in a pump to pump make a water fall, not sure what they are called, to cause water movement and get oxygen into the water. That helps. If it is small, can you dry it out, fill it in with dump dirt. You can call hauling companies and get them to deliver dirt that they dug out of some place to build something but then you'd have to figure out where the excess water will go, if not there. Maybe cut down any trees that are blocking sun from pond, but plant new ones if you do, because the soil may need the roots of trees to sop up the excess moisture in the soil.
