It's a form of cultural insanity. Looking at it in terms of cybernetic systems, what is done in the moment to correct an imbalance leads to a greater imbalance throughout the larger system, making what appear to be sane decisions insane in their effects. The story of this century will be the decentralization of power and the development of systems which do not lock people into such disastrous decisions. The consequences of being locked in are too great. There will also be a lot of blame passed around as nuclear weapons are used... if Iran were to use nuclear weapons against Israel, or if Pakistan had a regime change and used them against the US, I'm sure we'd find some way to blame France. That won't help us create a safer system, so one major division will be between blamers and solvers (that one is as old as civilization, but the distinction will be sharpened by greater and more immediate risk and suffering).
