Yes, in a way it was Congenital. But now it sounds like, since he had

previous Surgery for Laminectomy and removal of some of the Lipoma, a issue

of Retethering.

The main goal of a Detethering is to halt the Symptoms. Anything else you

get is a plus. But many do seem to get " pluses " out of having this Surgery.

I would say definately get that second Opinion for your peace of mind.
