First, with some clumping cat litters, you can put the clumps in the toilet and flush them. Second, you can put the clumps in a sealed bag or in a bucket with a tight-fitting lid (an old clumping cat litter bucket works well). And, finally, when I interpret " less odor, " I see it from the cat's perspective... the cat has to go into the box to relieve himself; he never goes into the garbage can.
