Please don't get me wrong, I DO NOT condone bill padding, but after 20+ years in

this business, I have to look at reality. I happen to work for a service that I

don't doubt for a minute might think about padding. I'm sure that Gene has seen

all too many times that someone will always try to beat the system. I've seen

many try, but I don't recall many that got away with it.
