For unmanned areas Heat and smoke

detection is a must. The detection should actuate an alarm heard at a round the

clock manned area. This does not appear in your list.

Hi all safety professionals

We r searching for some norms for fire fighting equipment as well as

life saving appliances at unmanned offshore wellhead platform.

Has any company made such policy regarding the availability of fire

& safety equipment at unmanned offshore wellhead platforms?

Is there any such guideline or standard to follow?

Pls help, we r suggesting our management to frame this sort of policy

for unmanned platforms which r presently being neglected from safety point of

view.

Just for info, the safety eqpt. available at our unmanned platform

is as:

Fixed DCP Skid with DCP Hose Reels

Portable DCP & CO2 Extinguishers

Life Rafts

Life Jackets

Lifebuoys

Jumping Ropes

Scramble Net

Escape Rope Ladder

Stretcher

First aid box

Breathing Apparatus

Helicopter Rescue Kit

Fire Water Pump, with Fire water Hose Reels &

Deluge Valve - water spray system (this system is not maintained

right now)

Basically, we r trying to convey to our managment to frame the policy

reg. the above.

Any policy (by any company) or guideline or regulation or standard for

the same will be highly helpful to us.

I think, you have identified all major items which are normally required to

be installed in an unmanned offshore platform. Not too sure about any

standard exists, specifying the requirements for an offshore unmanned

platform.

However, some of the following important points may help you in deciding

the type of protection and level of protection you may need to provide, for

an unmanned offshore platform.

The type and number of fire fighting and life saving appliances can be

decided based on a hazard assessment which should identify all likely fire

intiation scenarios in the platform ( including those resulting from

maintenance and repair activities), muster areas and evacuation

arrangements, the number of persons & number of days per week, the

platform will be visited, the mode of transportation to these platforms,

whether or not transportation will be available while personnel are on

board.

All personnel (employees and contractors) visiting the unmanned platform

are trained in fire prevention, fire fighting, emergency evacuation plan

and they understand the instructions and procedures to be followed when a

fire occurs.

The fire fighting and and life saving appliances are clearly visible and

are located in the near vicinity of escape routes.

You had mentioned that all your unmanned platforms have Fire pumps, hose

reels and deluge system. That is good. But any good system is useless

unless and until it is maintained and kept in good condition.

If it is a minor unmanned offshore platform you need not have a fire water

system. There are some minor unmanned platforms in certain parts of the

world, with only Dry chemical units installed. Again this decision will

have to be taken based on the hazard assessment.

I think, the areas you may need to focus is good inspection and

maintenance program for upkeeping of all your fire appliances, fire water

system, life saving appliances, training of your personnel going to these

platforms in handling any fire emergeny and ensuring safe evacuation.
