Fragrance in lip products

I have always thought it was not safe to use fragrance oils in

lipbalms (even if they are skin safe they are not specifically noted

as lip safe), but I am now trying to research this and I do not know

where to look. CTFA does not specifically mention fragrances and the

FDA only mentions prohibited ingredients. Any ideas or info is

appreciated.

Are you referring to flavor oils? I use FDA approved food grade flavorings

in my lip balms that both scent and flavor the product. I wouldn't ever use

a FO of any grade on anything that I was going to apply to the lips as it

would taste awful. Certain EO's can be safely used in lip balm but usually

a sweetener is needed to make them a bit more tasty.

Does that mean that all the ingredients are GRAS?
