I've never made a dispersing bath oil using Polysorbate 80, but if I

would try something like this

73% = oils of choice

1% = fragrance/essential oil(s)

1% = Covi-ox T-50

25% = Polysorbate 80

I believe that there are list members that make dispersable bath oils

with Polysorbate 80. Maybe they'll come up with some suggestions.
