The state of the state Braddock Report should help with that. It is published every year by Braddock. You might want to contact him and ask what he thinks.

Such things as med waiver services with no waiting list, rehab services and behavior (ABA) services subsidized by the state or school board. I have heard that NY and NJ offer these services but was wondering if there was a state "ranking" of some sort.
