You should add the Tetrasodium EDTA to the water phase.

If you are using the powdered form, then measure 6.1 ounces of distilled (or

purified) water into a bottle. To this add 3.9 ounces of tetrasodium EDTA

powder. Cap and shake gently until fully dissolved. This would then be a

39% solution of EDTA.
