In the US, sunscreens are over-the-drugs and are regulated by the FDA.

These are the ingredients that are permitted to be used as sunscreens:

Aminobenzoic acid (PABA) up to 15 percent.

Avobenzone up to 3 percent.

Cinoxate up to 3 percent.

Dioxybenzone up to 3 percent.

Homosalate up to 15 percent.

Menthyl anthranilate up to 5 percent.

Octocrylene up to 10 percent.

Octyl methoxycinnamate up to 7.5 percent.

Octyl salicylate up to 5 percent.

Oxybenzone up to 6 percent.

Padimate O up to 8 percent.

Phenylbenzimidazole sulfonic acid up to 4 percent.

Sulisobenzone up to 10 percent.

Titanium dioxide up to 25 percent.

Trolamine salicylate up to 12 percent.

Zinc oxide up to 25 percent.

You could use anything that is in the list provided above. There is no

magic ratio of sunscreens that will give you a specific SPF. The SPF

is determned by test methods that are defined in the FDA's sunscreen

regs.

Here are some ingredient declarations found on three different lip

balms

Neutrogena Lip Moisturizer SPF 15 0.15 oz (4 g)

Active Ingredients: Octinoxate 7.5%, Oxybenzone 4%

Inactive Ingredients: Castor Seed Oil (Ricinus Communis), Corn Oil (Zea

Mays), Ozokerite, Petrolatum, Beeswax, Ethylhexyl Palmitate, Paraffin,

Stearyl Alcohol, Carnauba Wax (Copernicia Cerifera), BHT

Natural Ice Medicated Lipbalm, Mentholatum, Natural Flavor, SPF 15

Active Ingredients: Contains: Octyl Methoxycinnamate (0.75%), Octyl

Salicylate (5%), Dimethicone (1%)

Inactive Ingredients: Fragrance, Lanolin, Menthol, Mineral Oil,

Ozokerite, Petrolatum

Blistex Lip Balm Lip Tone, SPF 15

Active Ingredients: Octyl Methoxycinnamate (7.3%), Menthyl Anthranilate

(4%), Dimethicone (2%)

Extract, Color, Glycine, Methylparaben, Mineral Oil, Mixed Waxes,

Petrolatum, Propylparaben, Rhatania Extract, Vitamin A, Vitamin E

I am not aware of anyone selling USP sunscreens to homecrafters. Maybe

someone else knows.

If you plan on selling these lip products with SPF, be prepared to

spends lots of money and time. This is not an easy task.

You should familiarize yourself with the current regulations that

relate to sunscreens and the labeling of OTC drugs.
