Sure,  See here http://healthit.hhs.gov/blog/onc/index.php/2010/12/23/affirming-flexibility%E2%80%A6with-certified-ehr-systems/

and then read the PF stuff about meaningful use .. nowhere do they state that using their emr will *NOT* get you the MU$.

It used to be worse though, they used to say that using their EMR would get guarantee it.  Now, they just want you to assume that by stating that they have some criteria, that is all you need. This was brought to my attention in this blog http://onhealthtech.blogspot.com/2010/11/quiz.html

Graham,Can you provide a reference supporting your statement that Practice Fusion has engaged in deceptive practices?I have opted out of Medicare, so I will not be getting any extra payments for Meaningful Use and haven't been paying much attention to the certification status. However, from their website:

http://www.practicefusion.com/pages/certification_center.html

Practice Fusion is ONC-ATCB 2011/2012 compliant and is certified as an EHR Module in accordance with the applicable certification criteria adopted by the Secretary of Health and Human Services (HHS). The 2011/2012 criteria support the Stage 1 Meaningful Use measures required to qualify eligible providers for funding under the American Recovery and Reinvestment Act (ARRA).

Drummond Group Inc., an Office of the National Coordinator (ONC) Authorized Testing and Certification Body (ATCB) certified fifteen modules of Practice Fusion's EHR system on October 18, 2010. A key step toward our guarantee of Complete EHR certification for 2011 incentives, Practice Fusion was granted certification for eight privacy and security criteria and seven criteria around core Meaningful Use features.

SetoSouth Pasadena, CAIt's important .. a *LOT* of people are going to get pissed when they find that they spent all their time doing the MU thing and then find that they won't qualify because some EMR company has scammed them.  Practicefusion was pointed out as such a company engaging in such deceptive practices.

I think people are expecting too much from the meaningful use dollar….. Practice Fusion may still get you MU dollars….and it may not…..But that is pretty much the case for any of the EMRs…. But let’s ask what it will cost you to use Practice Fusion vs other EMRs…Just recently I saw figures of some EMRs that will cost anywhere from 5000-25000 to just get started and then have monthly costs…..I don’t know how true it is… So say you get the MU dollars with the other EMRs…..then you basically make up maybe what you already paid for in the EMR…..any maybe not even all of it…. Whereas with Practice Fusion, you didn’t pay anything to begin with and you still may get the money from MU…..it offers a possible “win—win” situation whereas the other EMRs may have a “lose—lose” proposition possibility (lose on paying for an EMR and lose out on MU dollars). Just my thoughts…. Here is the response by the Practice Fusion team….Graham’s points were valid – so I went right to the source…. I wanted to give them a chance to address Graham’s comments….Please feel free to contact them with any questions… “Practice Fusion is currently certified as an ONC-ATCB Module and is in the process of attaining full certification. They guarantee full certification in 2011. All eligible providers will be able to use Practice Fusion’s EHR alone (with no additional software) to collect stimulus money. And as a free EHR, using Practice Fusion means you can pocket the incentives. In accordance with Meaningful Use, eligible providers are required to use a certified EHR meaningfully for only 90 consecutive days in 2011 and report the corresponding attestation codes to CMS. Here are links to our Stimulus Center (information for providers about qualifying for funds): http://www.practicefusion.com/pages/healthcare_stimulus_center.htmlAnd our Certification Center (information about Practice Fusion's own ONC-ACTB certification):http://www.practicefusion.com/pages/certification_center.html It is very important to us to dispel any rumors that Practice Fusion is somehow being dishonest about our own certification and providers ability to collect stimulus funds. If you have any questions about certification or stimulus funds, do not hesitate to contact Practice Fusion at support@.... Thanks!” From: [mailto: ] On Behalf Of Graham ChiuSent: Saturday, January 08, 2011 12:18 AMTo: Subject: Re: Practice Fusion and Meaningful Use Ellen I think you've missed the point. MU is not about how well you treat your patients. MU is showing that you can use EMR according to a number of criteria. All your patients could the worst outcomes in the state .. it's not relevant to MU .. at least for this round. The govt wants eligible physicians to be able to demonstrate that they can upskill to using EMRs. Outcomes will follow eventually.I don't have an EHR yet but I just went thru the process ofcertification for PCMH which is much the same as for MU. Much of whatyou need to do to be certified is to demonstrate that you are able to doa data task, ie track f/u on abnormal labs or PAPs. Not having an ER, Ideveloped my own methods of tracking things. Having a computerized wayof doing this is much easier, and really, that is all the EHR is about. It's making tracking of various aspects of health care data do-able, notso labor intensive. For ex, I can pull up a list of all my pts with DMvia ICD-9 codes on my billing soft ware. That is something I do in anelectronic way without an EHR. Since I don't have EHR, however, I nowhave to manually go thru the charts on all those pts to review theirA1Cs to see if they are current, good/bad, other. With an EHR,presumably, I could pull all that data on A1Cs electronically. And theywork on the pts' whose A1Cs are missing or below goal. I'm probably justsaying what everyone already knows but there it is.Having an EHR per se doesn't give a practice automatic MU. You have toinput data and use it. And the MU bit is all about demonstrating thruscreen shots and other methods that you regularly collect and inputneeded data and that you make us of it. Certified EHRs are ones thatallow the user the functionality to do certain tasks. But to the getpayment for MU, one has to make use of the tools. And that is up to theuser. Maybe this is common knowledge but the talk in these emails seemsto suggest that having a certain EHR will automatically grant MU status. And that is not so. IT's up to the user to make that happen. It's not agiven just because you buy a certain EHR. Without an EHR's electronictools, however, accomplishing some of the MU standards is tooinefficient to be practical. But many things are just good medicalpractice--keeping an up to date Problem List and Medication List.Updated data on Allergies. etc. How many of us check the Med List qvisit and make sure it's up to date all the time ? That's the hard partand that's what MU is all about. It's tedious and annoying, and not whatwe went to medical school for, to be data clerks, but staying up to dateon our pts is a part of good medical care. EHR's don't make that happen,we do.
