I believe that is correct. For that reason, we do not allow living donors for non-Medicare recipients in Illinois.

For Kidney Transplant: if a recipient does

not qualify for Medicare and has Medicaid only which does not cover donors, can the donor evaluation, transplant and post transplant costs be applied to the cost report? In the literature I have read it states the recipient must be entitled to

Medicare at the time of transplant for the donor services to be covered by Medicare. Is this correct?
