Plant Extracts in Powder Form

I am trying to make a mineral makeup product similar to rareminerals. Some of

the ingredients are extracts such as, rosemary, green tea, white tea, emblica,

ectoin, etc. This is a dry powder treatment. Do you know where to purchase

this type of product? Are these items ground up herbs or plants similar to

allantoin? I thought someone here would know. I think of extracts as plant

material in alcohol not ground plant material.
