Stubborn underwater treadmill dogs

I'm sending from my phone so don't have access to videos at the moment. But I'm wondering if others have problems with dogs who don't want to walk in the treadmill? Most of these are more neurologic. They pretty much put the breaks on and want to sit. Even the otherwise food motivated ones will refuse food in the treadmill. Ideas? I spend my time fighting to keep them toward the front of the tank while also doing patterned walking.
