when to test estrogen blood level

Hi everyone,I had a blood test on day 3 of my cycle for estradiol and it was very very low and I'm only 41. Before putting me on estrogen patch, doc wants to test it again on day 14. Is this about when one would ovulate if I have a 28 day cycle? I may not ovulate exactly on day 14 so I trying to figure out exactly when I should have this test performed. Does the estradiol peak right before I ovulate and how do I determine when? I am extremely dry and probably need it and also need to make sure I test at a time when levels should be high.
