Have you talked with your building supervisor or complex manager about this yet? Maybe they can move you into another apartment where you arent so affected by their smoke. You have a legitimate reason to move. You might want to look at your lease, and see if theres any sort of medical release in the lease...although, if you push the issue, they probably wouldnt be able to force you to stay if its detrimental to your health. Keep SUPER STRICT records of things you have tried...pictures of the weather stripping, hepa filter etc., as well as any asthma related problems you have had since the smoke started affecting you...doctors records are best for this. Do your peak flows daily, record whats going on, how the smoke smells on a scale of 1-10 (10 being worst youve ever smelled). IF you ask the people to open a window when they smoke or have any other conversation with them regarding it, log it...along with their response. Do the same for the building manager.

IF you dont get anywhere, sue for release from the lease due to medical records...

You may have a right to withold rent until the situation is fixed...but I would double check that with your local regulations/housing authority b/c you dont want to be evicted (although it would solve your smoke problem...)
