If the Commissioner of Mental Health is already permitting unlicensed practitioners, a court proceeding for an injunction compelling him to act properly would add to public opposition, especially if the injunction were granted. The proceeding might also make an impression on the state senators and assemblymen, irrespective of the outcome. There are doubtless able lawyers around who could help.
