Historically, in order for the public to read the published results of the research our federal government funds, we have to purchase subscriptions to specialized journals. It has slowed down the pace of research by making it difficult for the public (including other researchers) to learn about published results. A couple of years ago the NIH implemented an "open access policy" so that we could read the published results of research funded by the NIH. It has been highly successful, but it hasn't been adopted by other agencies. Both NORD and Genetic Alliance support a petition to expand public access to scientific research. If the petition garners 25,000 signatures within 30 days, it will be reviewed by White House staff and considered for action.
