what can I do to increase intellectual capabilities?

my son has been improving in some areas, mainly attention, eye contact and

socially, but in terms of intellectual capabilities sometimes he seems to be OK

but most of the time he performs poorly at school and seems not interested...

also his language still very basic (including receptive)
