The donor didnt bring any to my attention until last Friday. I am having trouble convincing a couple of offices that they can not bill a living donor. I think that Section 1885 os the SS act has the answer. It should be in the TFCA materials. Guest guest Posted May 17, 2011 Report Share Posted May 17, 2011 Hi Whitney,The basis of the “rule” is from the Social Security Act. Section 1881(d) of the ACT is attached. It basically indicates that a kidney donor is to be treated as if they had Medicare Parts A and B without regard to deductibles coinsurance or premium and their costs are to be handled in accordance with regulations put forth by the Administrator. Cost Reporting instructions indicated that the charges are to go on D-6 Part I for proper cost finding and reimbursement. Additionally, while deceased donor charges are billed to the OPO, in a similar manner the deceased donor is not to be “balance” billed.
