Dog troubles

Ok some people just moved into the house behind me 2 Fridays ago and

they have a dog. I met the people met the dog, the people and dog

seem very nice. They told me when they got the dog he was almost

dead he was so badly abused. They said he has been a lot of work and

they are not sure if they wan to keep him or not. The neighbors

around me are getting fed up as am I because the dog NEVER stops

barking! Today he was sitting in the same place from 5-8 barking my

other neighbor (she can see him from her house) went over to see if

he was ok and he was tangled up in his rope and a garden hose unable

to move he also didn't have any food or water. I was so mad when I

heard this. So I went back over to him and I brought him a bucket of

fresh water I didn't have dog food and I don't know what to feed him

but it is every living things right to drink. He was tangled again

so I untangled his rope he was so happy to have a drink he lapped it

up so fast he wasn't even jumping around. He is just a year or so

old he is just a small black puppy (maybe a lab). So now how do I

confront the neighbors that they are abusing their dog leaving him

without food and water all day while he is in the hot sun and

tangled in a rope? Will I be stepping on toes or is it wrong not to

say something? He is barking non stop and pissing off all the

neighbors. I feel so bad for the dog and angry all at once because I

can't do anything include enjoy the day outside or open my windows.

GRRRRR I hate when people hurt animals! HELP!!!
