On the TFCA resource CD, I read in the dual entitlement chart that if a patient

is Medicare entitled by age, then ESRD, it states:

If GHP is MSP, then Coordination Period begins (after waiting period).

If GHP is not MSP, or no GHP, then Medicare remains primary.

What does " MSP " mean?
