Example: Department buys a terrible CAD program that doesn't do what you need, the dispatchers work around its shortcomings so they can get their job done - at the expense of task streamlining and personal stress. The administrators then praise the system because it " works " ! (Hey, lookey here, we got a CAD/RMS system. It spits out these pretty reports.) If the system fails, (like it should because it doesn't do what they department needs), it's because the dispatchers were against it and didn't WANT it to work. They weren't being team players to work around problems for the " good " of the department.
